16px text is standard for a mobile phone held at 30cm. If you are designing an interface for a television or a kiosk viewed from 3 meters away, 16px is entirely invisible.
The standard benchmark is that text should occupy roughly 0.2 to 0.4 degrees of the user's visual field (arc-minutes).
